Should WWE fine Roman Reigns?

Roman Reigns has been champion for over 882 days and counting. While he has been acknowledged around the world as one of the greatest to hold two titles, the question after the Royal Rumble is, should he be penalized for what he did to Kevin Owens and Sami Zayn?
The rumors are floating around that there is a strong possibility that Reigns can drop one belt. If so, that would be the hardest punishments WWE officials will have penalized to a superstar in history. Then again, nothing will happen and Reigns will defend both titles at WrestleMania 39.
